The TDM new patch gives a 404 error in Portal Console

Issue/Introduction

 After the patch has applied, the portal  starts and gives a 404 error in the Portal console.

Environment

Release : 4.9.1

Component : CA Agile Requirements Designer - TMX Script Generator

Cause

In the netstat output we noticed connection attempts from other services to port 8443.
To clear out all TCP connections and services, I suggested a reboot.

>netstat -a -n

Resolution

Restart the Server to clear all the tcp connections.
