In a heavily used Master file which modules enter, pass through and get deleted, is there any value in reorging such a file?

Reorg is not necessary as Librarian does its own space management. However, running an -OPT INDEX(s) will identify dead blocks. If you have a lot of dead blocks then the only way to eliminate them is with the BACKUP-INIT-RESTORE process.
