Symantec Encryption Management Server has the ability to securely send data to external recipients.  There are many different method for this, including PGP Key Encryption, and SMIME Certificate Encryption.  There are cases where a recipient does not have any software installed, and so there are no PGP Keys and no SMIME certificates.  For these scenarios, Web Email Protection is available, which is a secure inbox the external recipient logs into to access their content.  The login method is done using either a password.  This request is to make Web Email Protection include two-factor authentication so the user must provide a password, and another form of authentication, such as SMS or VIP Authentication.
