Unable to start Policy Manager due a java error

Issue/Introduction

While try to start the Policy Manager, there is a java exception. The problem occurs with any PM version (9.3, 9.4, 10.0, 11.x ). 

The following actions do not resolve the problem 

• uninstall and re-install Policy Manager
• uninstall and re-install JDK and JRE

Environment

All supported versions of the API Gateway

Resolution

Delete the ssg.properties file in C:\Users\<youruserid>\.l7tech directory or clear the whole directory.
