How to initiate starting OSF servers after failure / unavailable status

Issue/Introduction

Due to a security issue the OPSOSF servers all failed and in OPSVIEW 4.3 the OPSPSF server showed as UNAVAILABLE.  The server is failed and causing other subsequent servers to not start.  I was not able to delete the server regardless what I tried, and ended up cycling OPSMVS in order to get the OPSOSF servers started.

Is there a command I could issue to get these to restart instead of cycling OPSMVS

Environment

Release : 13.0, 13.5, and 14.0 

Component : OPS/MVS

Resolution

First verify that the PTFs below are applied to the corresponding OPS release:

13.5      SO08572
14.0 N/A

If the above PTFs are applied then check the value of the parameter OSFALLOWRESTART.
It should be set to YES. This parameter can be changed dynamically at the OPSVIEW panel 4.1.1

For route cause analysis, review the OPSLOG for the time of the failure, as well as the OSF Server log for the failing server.  Should Broadcom support be needed to determine the cause, provide the archived OPSLOG, the OSF server log, and any dump that was captured.
