False management lost alarms with SNMPv3

Issue/Introduction

Many false Management Lost Alarms are seen and caused by usmStatsWrongDigests 

Some customers report:

"Trap Receiver failed to handle incoming V3,V2 traps when system resources found low or wrong SNMP digest."

Resolution

10.04.02.02.D95 has some snmp fixes that would help so has been ported to 10.04.02.01.D124.

REQUIREMENTS

SPECTRUM 10.04.02.00 and 10.04.02.01 are the prerequisites for installation of this patch.

This patch needs to be installed on SpectroSERVER and on SDC(With SDC installation instructions).

OVERVIEW 

This is a Debug patch for the following issue:

False management lost alarm
Symptom: 
Authentications failures are happening for many devices during the SS startup and sometimes frequent restarts were doing to get rid of the problem

Resolution:
Back ported the D95 changes to 10.4.1 where-in few improvements were provided for profile handling and trap handling from v2/v3 devices.

Additional Information

Both patches d95 and d124 have the requirement to add the following lines to the $SPECROOT/SS/.vnmrc file after the patch has been installed and before the SpectroSERVER is restarted.
