Spectrum models stay blue after modeling and will not alarm

Issue/Introduction

We model devices manually using Model By Type in advance of the device being provisioned on the network. We noticed the device stays Blue and does not alarm critical. Since we know the device is not yet provisioned on the network we expected the model to be Critical with a Red condition.

Cause

In this instance, the Blue condition signifies the Initial condition. Spectrum will not change this condition until it has contacted the device at least once via icmp/snmp.
