When reviewing site server with package services installed you may experience a problem with packages that are not completely downloading all source files and they just seem stuck. Upon review of the site server logs, you notice an error message stating: Error while downloading package: HTTP status 416: The server could not satisfy the range request (0x8FA101A0).

File path, including file name, is too long for the file system to handle.
The path to the missing files, including the filenames, exceeded the amount of characters allowed by the operating system in a file path. Try shortening the folder structure to resolve the issue. Windows Server 2016 operating systems have a way around this and should not always exhibit this behavor.
