Issue/Introduction

Time zone displays inconsistently in Vision: Vision takes time of the server where report was generated from instead of the time zone of the scheduler. Results in Vision report in webUI, .csv copy of the report and Gannt chart vary. 

Reproduction: 

1. create vision report in WebUI for Jobstream Status

2. download it in .csv format from WebUI

3. compare WebUI values with .csv as well as Gantt chart times.
