When trying to start SCM Workbench it hangs or freezes on the Splash Screen. Must kill the process from Task Manager.

When this happens, some things to check:
- Try a complete uninstall (including deleting “C:\Program Files\CA” and “C:\Program Files (x86)\CA” folders and rebooting) and reinstall of SCM Client or SCM Workbench-only Client
- Check to be sure the %CA_SCM_HOME%\Configuration folder is not set to "Read Only". If the "Read Only" flag is set, uncheck that flag for that folder and all sub-folders and files.
- Make sure Workbench is shut down and try deleting the C:\Users\<userid>\.cascm folder. It will be re-created the next time you restart Workbench.
