UIM 20.3 was successfully installed in a sandbox. However, after installing cabi it failed to start and logs from the OC server showed this error message:

This syntax of using OFFSET in a query is accepted beginning in SQL Server 2012.
SQLServer 2012 or newer is a requisite for UIM 20.3.
