cabi probe in UIM 20.x fails to start, OC logs show Incorrect syntax near 'OFFSET'

Issue/Introduction

 

UIM 20.3 was successfully installed in a sandbox. However, after installing cabi it failed to start and logs from the OC server showed this error message:

Cause

This syntax of using OFFSET in a query is accepted beginning in SQL Server 2012.

SQLServer 2012 or newer is a requisite for UIM 20.3.

Resolution

Microsoft SQLServer 2012 or newer is a pre-requisite for UIM 20.3
