Cause

This error indicates you have not activated the VTAM member where this APPL is defined. 

Resolution

Once the the definition is in the VTAMLST concatenation the following command should be issued:

V NET,ACT,ID=vtamlstmember

Where vtamlstmember is the name of the VTAMLST member where the CA Spool applid is defined.
