Web Browser gets an HTTP 503 response when they attempt to access a protected resource through a Siteminder/Symantec Access Gateway
This issue occurs when the back-end application is offline or the Access Gateway server is routing incorrectly.

1) Verify the back-end application is online
2) Verify that the Siteminder/Symantec Access Gateway proxy rules are directing the user to the correct server and URL.
A common way to test this is to point the web browser directly at the back-end application and verify whether the browser can access the resource.
