A user with the project global create and navigate right can create a new project in OWB, but their project manager right is not set correctly so on the second save in OWB they get the error 'Unable to save project CA Clarity PPM\{Project Name}. User does not have project manager right'

Also, if they log into Clarity they do not see the project in the Project list view.

Steps to Reproduce:

  1. login as admin and create a new user
  2. Give the user the following global rights:
    project - navigate
    project - create all
  3. Log in as the new user
  4. Create a new project id=prj1, name 'Test Proj 1'
  5. Launch the project to OWB
  6. Do Save As and change the id to prj2
  7. Save to Clarity
  8. In OWB change the name to 'Test Proj 2'
  9. Save the project to Clarity
  10. you get error 'Unable to save project CA Clarity PPM\{Project Name}. User does not have project manager right'
  11. Log into Clarity as admin
  12. go to the users instance rights
  13. Click on Project - Manager (Auto)
  14. Note you see both prj1 and prj2
  15. On the application side go to prj2 and note the user is the Project Manager
  16. Log into Clarity as the new user
  17. Go to the Project List view
  18. Note the user only sees prj1 and not prj2

Expected Result: The user to be able to save the project in OWB a second time, and to see the project in Clarity
