Description:
CA Workload Automation Desktop Client 11.3 was installed successfully, but did not start with the error -
for example:

Solution:
Right-click on the CA Workload Automation DE Desktop Client icon and click on 'Run as administrator' to start the Desktop Client for the first time.
After such a first launch you could start the Client under other accounts.
