Resolution

CA Output Management Web Services does not belong with Web Viewer 14.0.

There are two versions of Web Services, 11.5 Web Viewer/1.0 Web Services and 12.1 Web Viewer/2.0 Web Services. 
Web Services is packaged as a no-cost option of Web Viewer 11.5 or 12.1.

Do not install this product for View 14.0.
