When we start the installer it does not find the current version. It does not seem to hold on to the install.target.dir value.

This happens because a separate 15.9.0 install package was used, taken from the complete install.jar.
We do not recommend using a separate install package only as it will not have the install.xml with the full set of questions. In this case it was missing the Clarity Target Upgrade Directory and not prompting for it, which caused the issue. Also checkinstall is not run and the other prompts are not the same.
The full install.jar must be extracted. From there you may remove the version packages that you will not use/go through. The install script will only use the install packages that are needed, not the earlier ones.
