The "ustat" command would show that the wcc services were not running yet they were.

Check the /etc/profile.CA and confirm it has the correct current value for CA_WCC_INSTALL_LOCATION
We have seen some upgraded systems where it was pointing to a prior / incorrect path causing this issue.
Example of what it should be as of WCC r12.x
CA_WCC_INSTALL_LOCATION=/opt/CA/WorkloadAutomationAE/wcc; export CA_WCC_INSTALL_LOCATION
Also confirm the following is the final line in your /etc/profile

The reconnected to the host, confirm the environment variables are set correctly and start the WCC services.
