Issue/Introduction

When performing a client copy, the xml files are not generated as defined in worktablepath in the .ini

Environment

Release : 12.3, 21.0.x, 24.x

The .xml files are only created if statistics and/or messages are not copied as part of the client copy. This may be done to allow for a large client copy to complete quickly, with the relevant statistics being applied at a later downtime. This includes messages
