Roadmap not showing in Timeline View with start/finish conditions are met, due to midnight date

Issue/Introduction

The project does not display in Timeline view, just in the other views. In inv_investments the finish day is saved as 12/31/2023 17:00.

STEPS TO REPRODUCE:

1. Create a new project starting 1/1/2020 with finish 12/31/2023
2. Now go to Modern UX - Roadmaps
3. Create a new Roadmap from 1/1/2021 - 12/31/2023 (note same day as project's finish)
4. Add the project to the Roadmap via Import from PPM
5. Now look at the Timeline View

Expected Results: The project to be displayed in the timeline, as per the rules, because the finish date is 12/31/2023 and not later than the Roadmap end (also 12/31/2023)

Actual Results: The project does not display in Timeline view, just in the other views. In inv_investments the finish day is saved as 12/31/2023 17:00

A similar issue may happen with start date when it clashes with the midnight date.
