To Do Scoreboard: Filter on Owner does not display results

Issue/Introduction

(Modern UX) To Do Scoreboard - With Instance/OBS rights filter on To Do Owner does not display results if there is no To Do assigned to the resource

STEPS TO REPRODUCE:

1. Create a project manager user with OBS or Instance access rights
2. Create another resource in the system they have Instance /OBS access to, i.e. John Doe
3. Create a project with the project manager user and assign John Doe and other resources
4. Now go to Modern UX - Project - Open the Project Assignments and add some To Dos
5. Assign them to other users but not John Doe
6. Go To Do Scoreboard - To Dos
7. In the Top Filter, select To Do Owner and start typing the name of John Doe

Expected Results: To be able to filter on the resource, and have 0 results when filtered

Actual Results: The user is not able to see the resource in the To Do Owner filter drop down UNLESS we assign Resource Global Rights to them or if the resource has an existing To Do on the project already

Resolution

Starting in 15.9.2 a Grid is now available that uses the same filter functionality as other Grids. It uses the usual resource view permissions and nothing else.
