Risk justification window does not appear

Issue/Introduction

CA Identity Portal (IP) has RISK functionality enabled and permissions are configured with a "Risk Access Level" of "Requires justification".  When submitting an "Access" request to the cart, the justification window does not appear.  Instead, an error is returned "Violation justification is missing".

Cause

Programmatic issue.

Resolution

CA Identity Manager Engineering has released a two-part test fix for this issue.  The fixes are designed to be deployed on top of 14.3 CP2
