Creating a rule which is executed only once in 30 minutes

Issue/Introduction

What's the best way to define a message rule with the following features: 

when a message is triggered 20 times in 10 minutes an action must be executed, but this action should be taken once every 30 minutes at most.

Resolution

The simplest solution is setting up two different rules:

1. the first one executes a WTO message when the threshold of 20 messages in 10 minutes is reached
2. the second one intercepts the above WTO and executes an action only if it's the first message during the last 30 minutes
