Document does not save with correct name when ICT is enabled and Kanji characters are being used

Issue/Introduction

The end user has a Japanese install of windows with an English and Japanese keyboard languages.

When the user saves a word document and they classify the document and then give it a name in kanji it does not use that name when the document saves.

If ICT is removed the documents save with the correct names
