Resolution

The rule that was written will not satisfy the validation process.
The rule has the following
 EZB.CSSMTP.ABCD.SMTP.ZYXW UID(AAAAAAAACSSMTP) SERVICE(READ) ALLOW
The violation is for the following..

EZB.CSSMTP.ABCD.CSSMTP.ZYXW

note that the 4th qualifier is SMTP in the rule and CSSMTP in the violation.
The rule needs to be modified
