AFP to PDF report does not open with Web Viewer 11.5

Issue/Introduction
Not able to Open PDF files using WebViewer 11.5 and View/DRAS 14.0. These are transformed from AFP files.
Using IE, when selecting a report a large gray screen is displayed. The report must be Saved to view the selected report.
The URL to allow pop-ups is set.
Environment
Release : 11.5
Component : CA Output Management Web Viewer
Resolution
Upgrade to the latest version of the IE11 browser.
