Is there a hard limit to the number of Spectrum AlarmNotifier process that can run on the same system?

Resolution

There is no enforced limit to the number of AlarmNotifier processes that can run on a single system.

With this in mind, if you are running a Distributed SpectroSERVER (DSS) environment with multiple primary SpectroSERVER systems, there is nothing that says you must run all AlarmNotifier processes on the same system. Each SpectroSERVER system can run AlarmNotifier processes at the same time.
