Planned Velocity shows differently between two users with the same access

Issue/Introduction

When viewing the Iteration Status page, the Planned Velocity does not match between two users with the same access levels.

For example, one user sees the following:

Another user sees the following for the same project:

Cause

This can occur when project scoping is not the same between the two users.  For example, one user may have a project scoping including parent projects.

Resolution

Ensure that the project scoping matches between the users as shown below:
