Add Flow State button is not available on the Team Board

Issue/Introduction

When editing the Flow States on a Team Board, the Add Flow State button is grayed out and can not be clicked

Cause

There is a maximum of 12 Flow States for a project.  When 12 Flow States have been created, the button becomes inactive.

Resolution

This behavior is working as designed.
