              THE RETURN CODE (12) EXCEEDED THE ALLOWABLE VALUE. DATE 21.022 - TIME 11:02:36 - SEQUENCE NUMBER 000020.

Other possible error message:

IEW2781E DF24 ALIAS NAME esfhweb ASSOCIATED WITH DDNAME CBQ4HFS CANNOT BE ADDED.  UNIX LINK RETURN CODE 00000081 AND
          REASON CODE EF7D6028.

Cause

This type of problem usually occurs when the CA Spool ZFS is not mounted.
Even if the PTF is not directly related to the CA Spool Web interface it may need to update the related modules in the USS folders.

Another possible reason for this error is if the Spool zFS has no enough free space available.

Resolution

Mount the CA Spool ZFS dataset before applying the PTF(s) or just increase the space available for this zFS to grow if the problem is space related.
