Endevor BC1PNCPY giving C1I0012E - why?

Issue/Introduction

When running an ANALYZE (BC1PNCPY) against the Endevor ELIB Files, the job is failing with the below error: 

C1I0012E YOU ARE NOT AUTHORIZED TO ACCESS ANY ENDEVOR ENVIRONMENTS                   

 

Environment

Release : 18.0 18.1 

Component : CA Endevor Software Change Manager

Resolution

In order to run the BC1PNCPY ELIB Utility a user must have read access to all Environments within Endevor.  Ensure that the user has read access to the ENVIRONMENT_ACCESS resource/pseduo dataset.
