unable to edit ssm tables

Issue/Introduction

 Customer is attempting to update SSM Tables via a panel called  OPS/MVS SYSTEM STATE MANAGER STATUS DISPLAY.   He gets ERROR on the line for the resource he is attempting to update, and the words "No editing" appear in the emulator's Operator response box in the lower left of the screen.

Resolution

The OPS/MVS SYSTEM STATE MANAGER STATUS DISPLAY is a user defined panel.   The definition for this user-defined panel needs to be investigated to find out what occurs with "ERROR".   There is also the possibility that the problem lies with the emulator that the site is using. 

This is not an OPS/MVS panel error.
