Is it possible to export/import custom picklists via REST API? 

Resolution

• Unfortunately no, it is not currently possible to export or import custom picklists via REST API.  
• Regarding plans to do so, according to PM, we will look to add this at some point, it's depending on other functionality we would like to add first.
