Endevor Package Ship stow error with Netview FTP

Issue/Introduction

The package ship is creating the staging datasets correctly on the sending system and is using Netview FTP to transfer the data. On the receiving system the datasets are allocated and loaded except for the dataset that contains the loadmods. This dataset is receiving the following error:
ERROR MESSAGE RECEIVED FROM REMOTE FILE TRANSFER PROGRAM: xxxxxx STOW ERROR; RETURN CODE = 28; REASON CODE = 00

Cause

Program objects are not supported by NetView FTP.

Resolution

PDSE program objects are not supported by Netview FTP so another shipping method must be used.
