User is unable to select the Business hours that were defined for the tenant.

Issue/Introduction

We have defined certain business hours for a tenant.

The user for this tenant has created several group and is seeing that the BH are not populating in the groups.

As a CAPC admin, I am able to see that the BH appear in dropdown.

We have 3.7.16 installed on this system.
