Not able to connect to Cisco ASR 9K routers with SSH after upgrading to Spectrum 10.4.2.1

Issue/Introduction

After upgrading to Spectrum 10.4.2.1, users are no able to ssh to Cisco ASR 9K router models.

The following error is seen in the router logs:

RP/0/RSP0/CPU0:Dec  8 07:34:56.930 CET: SSHD_[1249]:%SECURITY-SSHD-6-INFO_GENERAL : Incoming SSH session rate limit exceeded

Environment

Release : 20.2.x,21.2.x

Component : Spectrum Core / SpectroSERVER

Cause

The default value of 60 for the "ssh server rate-limit" on the device is too low.

Resolution

Increase the "ssh server rate-limit" configuration on the device to 120 or higher.
