CA Identity Manager (IAM) had been processing without issue and then started producing exceptions (example below).
Exception: View user failed in IAM. UserCreationFailedException{partyId='681671'} hr.bank.ip.ocp.ws.adapter.ex.CreateUserException: View user failed in IAM

The exceptions were caused by memory depletion on the vApp following a system disruption.
Restarting the IM vApp (Virtual Appliance) and Restarting the Database connections addressed the issue.
