You would need to log into support web site and navigate to download RU3 from your CART.

Follow these steps
1. go to https://support.broadcom.com/ and login
2. click on Enterprise Software" button and then "Product downloads"
3 Search "Service Management" and then click on "Service Management" button
4. Click on "Solution Download"
5. For "CA CA Service Management Upgrade from Service Desk Manager Full License to Service Management Service Desk Manager Package
MULTI-PLATFORM" in the Products list, click on 17.3
6. Choose your platform match from PUBLISHED SOLUTION list, then click on the + sign to add to your cart. For example, for windows
platform, you should use "WIN-CASM 22.214.171.124 ROLLUP PATCH (REQUIRES 17.3)"
7. click CART from top menu and download it from there
