Open operating system event viewer
start -> run -> Eventvwr
check for any entry which is blocking the cmApp.exe
sample entry as below
"D:\Program Files (x86)\CA\Capacity Manager\cmApp.exe"
UIDAI\emsadmin ran CMAPP.EXE, which tried to access C:\USERS\EMSADMIN\APPDATA\ROAMING\MICROSOFT\CRYPTO\RSA\S-1-5-21-1671199569-649489162-3322378303-19652\DDBDF22470AA0369462185B2FDC59FD0_77684FC4-70CC-4DB2-8012-639EE6334EBC, violating the rule "Malware Behavior: Windows EFS abuse", and was blocked.
