Request Loop when navigating to the Notice and Consent banner

Issue/Introduction

After accepting the Notice and Consent banner, also referred to as the Admin Login banner, the browser enters an infinite request loop.

Cause

This behavior is encountered when the proxy matches to the Local Intranet zone configured in Windows Internet Properties. It is attributed to the use of the HTML meta-refresh tag not processing correctly.

 

The proxy may match into the Local Intranet zone in a few ways, which include:

1. It is explicitly specified in the site list
   
2. The setting Include all sites that bypass the proxy server is enabled
   
   and the proxy is set to bypass either because (1) it is a local address and Bypass proxy server for local addresses is enabled or (2) it is explicitly specified in the proxy Exceptions list
   

Resolution

One of the following solutions can be used to avoid this browser issue,

1. Utilize the Notice and Consent banner CPL solution provided in this article which does not utilize the meta refresh HTML tag to perform the management console redirect.
2. Ensure the proxy matches into the Trusted Sites security zone.
