Unable to Connect Data Collector Despite the dcmd service still displaying as running

Cause

While the dcmd service was actually not running, a sub process, ICMPDaemon, was still running.

Resolution

Stop the dcmd service and restart

systemctl stop dcmd
systemctl start dcmd
