Resolution

Download a new license file after logging into:

Select 'My Entitlements'
Enter the site id and drill down into My Sites and select Service Virtualization
You should be able to see the active Service Virtualization contracts.
To download the license click on the license icon in the last license column.
Rename the downloaded file to devtestlic.xml and then place it in the DevTest home folder.
Restart the services and confirm that there are no longer any license errors in the enterprisedashboard.log.

Additional Information
