The problem appears to be the result of an Anti Virus tool scanning the D:\win32app\Spectrum\NT-Tools\SRE\bin\cygncursesw-10.dll file
It is recommended to exclude the $SPECROOT directory from any Anti-Virus scanning as outlined in the following KD article:

Reboot the server If you are still experiencing issues after disabling the anti-virus software or excluding the Spectrum directory.
