After turning on the 90th/99th percentile for the Bandwidth utilization, there is no data for the 90th/99th Percentile report in the previous month, only for the date when the percentiles were turned on and after. Why isn't there data for previous time periods?

As per our TechDocs, the 90/99th percentiles are disabled by default. When you turn them on, then this is the point in time at which CAPM starts calculating them.
This means prior to turning them on, the Metric Family has not calculated the values for the previous polls, so these 90/99th percentiles don't exist.
