SO15161 in itself actually just updates a module named CAS9LVLS which is used for our continuous delivery method, to indicate what is the level of common services.
The SMP/E control statements ensure that all prerequisite apars are applied to be at that level.
The HOLD data on all the apars you are missing will need to be actioned
The HOLD data for this apar SO15161 is really only informing you of the PREs and IFPREs. Nothing else is required.
