Can Common Services r15.0 PTF SO07021 be applied if IBM Apar OA56743 is not applied?

Issue/Introduction

IBM APAR OA56743 upgrades IBM's SCRT reporting functionality to V26.1.1.  It has not yet been applied in our environment.  Is it possible to apply Common Services r15.0 fix SO07021 for SCRT without this IBM maintenance applied?       

Environment

Release :  Common Services 14.1 and 15.0

Cause

• IBM PTF OA56743 introduces V26.1.1 which offers new functionality for SCRT reporting 
• Broadcom is requiring customers to submit periodic SCRT reports to display product usage. 
• The SCRT reporting offered by Common Services releases r14.1 and r15.0 was enhanced via several PTFs to meet this need
• The full set of Common Services SCRT maintenance exploits this new functionality introduced by V26.1.1 
• SO07020 (r14.1) and SO07021 (r15.0)  are prerequisite PTFs for the later CCS maintenance

Resolution

SO07020 or SO07021 can be applied without the IBM maintenance but OA56743 is necessary to generate the actual reports required by Broadcom.  
Without the fix, the reports would not look right as variable names would be generated instead of the actual values for the products. 
IBM also requires that release 26.1.1 be used for z/OS 2.3.
