The root cause can be different reasons, see the resolution below and also check the "Additional Information" section below with more documentation about how to improve performance
Check if the number of Provisioning Roles listed in Provisioning Manager is the same as the number in the Identity Manager UI
If the number of Provisioning Roles is different a possible root cause is the use of etautil tool or removal using Provisioning Manager and some issues in the Inbound notification which cause Identity Manager Server does not remove the Provisioning Role in its side.
The suggestion, in this case, is to recreate the Provisioning Roles in the Provisioning Server and delete them through Identity Manager UI.
