Installing new Linux ARD Hub using Docker container installation and we are failing with license verification which needs internet access.

Review the context of the error, it does not concern licensing, but rather setting of telemetry, which is required only if there is a PLA agreement.
The error reported appears to be a network or firewall issue as the connection to
ard-docker.packages.ac.com is timing out, so it cannot pull the images down for the install.
You will need internet access to pull the images by obtaining them from a machine that has internet access and then move the images over to run the install locally.
