Customer is planning to upgrade to 20.3.X, and the instructions associated with this upgrade indicates the following for the OC install/upgrade: (Install-Operator-Console-(OC) on 20.3)
Verify the Required Probes on the Primary Hub Server
Verify that the following probes are installed, active, and responsive on your Primary Hub Server when the OC installer runs:
ace
automated_deployment_engine (ade)
data_engine
discovery_server
ems
maintenance_mode
mpse
nas
sla_engine
cdm
But, Primary HUB ace probe is not running properly.

Resolution
For CA Unified Infrastructure Management v8.0 and v8.1, ace is responsible for storing alarm data in the UIM database. For CA Unified Infrastructure Management v8.4, only customers using the SOC feature need ace: ACE Probe document
But, since the upgrade steps tells to confirm working ace - it will be recommended to uninstall the broken ace version, delete the ace probe folder from the server, and re-deploy either 9.02 or 9.03 (which ever you have in the archive). Then do the 20.3.X upgrade while ACE is working.
Another workaround for making the ACE probe working again is: Delete all records from CFG_PACKAGE Activate ace probe At this point, the CFG_PACKAGE table is repopulated and ace runs and the install package can be executed.
If you are already on the 20.3.X UIM (since, the ACE probe is a deprecated probe according to the KB133461) - you can keep the probe de-activated.
