The connector did not start after updating SOI System to 4.2, SCOM Connector to 220.127.116.11 and Catalyst to 18.104.22.168.

Connector startup issue .
Reboot the connector server. After this, the SOI SCOM connector will succeed to get online.
NOTE: It is expected for SCOM connector to take longer than other connectors like UIM, Spectrum etc. The SCOM Connector may take longer time to fetch all the Cis.
